Skype is still as service that not too many people are using and in actual fact you are missing out on something that is awesome. The really useful thing about this tool is that you can make free calls to anyone else wo has Skype. You can also have live video chat and instant message each other for no cost too which is a very nice feature. If you know someone that doesnt have skype than you can ring them for a cheap price.
In the end it is up to you, get one of those premium rate phone numbers or look into getting Skype for free!
